I am looking at a z/OS system dump and the dump time (formatted using an IPCS STATUS SYSTEM or ST SYS command) shows a GMT time that is several hours and thirty minutes (a half hour) different than the local time. Why is there a difference of 30 minutes, in addition to the expected hours in the system dump?
Here is an example of what the times look like:
TIME OF DAY CLOCK: CF27B0BF 62BD6480 06/26/2015 12:20:16.109526 local
TIME OF DAY CLOCK: CF2766FC A25D6480 06/26/2015 06:50:16.109526 GMT
Program Producing Dump: SVCDUMP
Program Requesting Dump: IEAVTSDT
Incident token: PLEX PLEX1 06/26/2015 06:50:14.977405 GMT

Some countries (like India, Newfoundland, Venezuela, etc) follow half hour and other nonstandard time zones. See this URL:
